Job Description

Overview / Responsibilities

Wood currently has a requirement in our Design Assurance & Commissioning department for a COMT (Commissioning, Operations, Maintenance and Training) Manager. This is an opportunity for you to become a valuable, well-rounded member of an experienced team, with the successful candidate taking responsibility for managing COMT issues and deliverables on a large refinery upgrade project in Kuwait, for which Wood has been contracted to perform the role of Project Management Consultant.


The Kuwait National Petroleum Company (KNPC) is implementing a major project, the Clean Fuel Project (CFP) which comprises the upgrade of two existing refineries. The Clean Fuels Project is a major upgrade and expansion of the existing Mina Al-Ahmadi (MAA) and Mina Abdullah (MAB) refineries. The objective is to increase the overall throughput by 264,000 bpsd to 800,000 bpsd and to increase conversion of fuel oil to higher value products to meet expected market demand and specs for low sulphur content transport fuels.



  • As PMC COMT Manager, you will be representing Wood and our client, supporting and managing EPC Contractors in the provision of commissioning, operations, maintenance and training, which are associated with a large refinery upgrade project
  • Manage the day to day activities of the Project COMT team, comprising commissioning coordinators, commissioning engineers, operations and maintenance specialists
  • Coordinate with Client, Contractors, Suppliers and Licensors to ensure a smooth and safe start up
  • Direct or advise Client's staff with regard to correct pre-commissioning, commissioning and start up procedures
  • Investigate technical problems with assistance from Wood specialist engineers and suppliers
  • Prepare and assist with Client hand-over and with completion of contract custody transfer documents as appropriate
  • Prepare a final report to include summary of problems, solutions, and recommendations for future improvements
  • Prepare a Site Closeout Report
  • Be aware of, and follow, company and client procedures regarding fire drills and health and safety inspections
  • Report accidents and infectious diseases as required by company procedures

Skills / Qualifications

  • Bachelor’s degree in Chemical Engineering or equivalent
  • Minimum of 25 years’ experience in the oil and gas industries
  • Track record (over 10 years) experience in a PMC / EPC organization in the field of refinery / petrochemicals industries
  • Previous experience of commissioning of major projects of over US $500 million each
  • Experience and willingness to work in an overseas environment is required, as are a range of relevant qualifications in a related Engineering discipline
  • A successful career path in the energy sector in similar roles, with proven relevant experience gained through project execution within a major multi-national contractor, operator or global consultancy
  • A substantial track record in overseas environments, especially the Middle East, is preferable
  • Proven strong character and self-motivated individual
  • Proven ability to engage in effective dealings with both client / owner and detail design contractors
  • Must be able to work with the minimum of supervision and be technically strong
