  • Overview / Responsibilities

    Our client, The Kuwait National Petroleum Company (KNPC), is implementing a major project, the Clean Fuel Project (CFP) which comprises the upgrade of two existing refineries. The Clean Fuels Project is a major upgrade and expansion of the existing Mina Al-Ahmadi (MAA) and Mina Abdullah (MAB) refineries. The objective is to increase the overall throughput by 264,000 bpsd to 800,000 bpsd, and to increase conversion of fuel oil to higher value products to meet expected market demand and specs for low sulphur content transport fuels.


    PMC senior person in charge of Instrument Control system. Honeywell systems has been installed on site in and requires to be tested, commissioned and put into operations. Person should be degree qualified with Engineering background but experience on site through site acceptance tests, loop testing and functional checks. Will be required to manage a team of approx. 8 persons and interface directly between Clients representative and EPC Managers.


    • Responsible for ensuring the efficient operation and performance of the Instrument Engineering and Design Group both in the servicing of individual projects and pursuance of strategic goals and management policies
    • Responsible for the administration, overall technical directions and co-ordination of all Instrument engineering and design work carried out by the group
    • Ensure that all activities carried out by the Instrument Engineering and Design Group complies with and supports the FWSA Health, Safety, Environmental and Quality Management System
    • Responsible for forward planning and assessment of technical and human resources to ensure that the duties of the Instrument Engineering and Design Group are carried out within the agreed manhour budgets, cost budgets and time schedules
    • Ensure adequate manning of the Instrument Engineering and Design Group by reviewing current and projected workloads, implementing hiring programmes together with the Manager, Engineering Operations and establishing overtime practice as applicable
    • Control the quality of work produced by his / her staff by ensuring that established review and approval procedures and implemented and conducting regular project reviews with his subordinates. Control the discipline’s project cost and progress by directing and supervising staff in their day to day activities including co-ordinating and approving the allocation of work
    • Ensure that the service provided by the Instrument Engineering and Design Group on projects is effective by routine consultation with project managers, reviewing progress reports and implementing positive management strategies
    • Improve the performance of the Instrument Engineering and Design Group by reviewing and supervising the application of approved standards, procedures, specifications and training programs
    • Co-ordinate the activities of the Instrument Engineering and Design Group with those of other departments within FWSA by establishing and maintaining effective communication at all levels. Participate in the recommendations of salary adjustments for personnel in the Instrument Engineering and Design Group
    • Evaluate the performance of Instrument Engineering and Design Group personnel by means of staff assessment procedures and observing their activities
    • Advise and support group personnel with technical problems by consulting outside sources or using his / her own experience
    • Develop reviews and approve project and proposal estimates and schedules by referencing the project scope of work and discussing the estimates and schedules with his / her engineers and those of other disciplines
    • Support the Construction Department in the preparation and review of construction contracts, selection of bidders, evaluation of tenders and attending site meetings as may be required. Assist in the development and implementation of training schemes and improvement programmes
    • Perform engineering functions as required on allocated engineering projects. Review computer aided resources in the Instrument Engineering and Design Group to ensure maintenance of up to date CAE resources
    • Approve the Instrument Engineering and Design Group input to job close-out reports. Approve all weekly timesheets submitted by members of the Instrument Engineering and Design Group

    Skills / Qualifications

    • Bachelor’s degree in Instrument / Controls is essential
    • Minimum of 12 years’ experience in the oil and gas industries
    • Track record (over 8 years) experience in a PMC / EPC organization in the field of refinery / petrochemicals industries
    • Previous experience of handling commissioning of major projects of over US $500 Million each
