  • Overview / Responsibilities

    Job Accountabilities:

    • Contribute to the implementation of Company resourcing strategies; apply Company policies and practices with regard to recruiting, interviewing and hiring processes; execute the full recruitment process and the recruitment administration in compliance with Recruitment Procedure
    • Monitor the RoK legislation applicable to the recruitment processes; timely notify HR Management of relevant changes
    • Provide guidance to Hiring Managers on staff recruitment and selection strategies, and ensure that all aspects of the recruitment process are fair and unbiased and are in compliance with equal opportunities commitment.
    • Efficiently and effectively fill open job vacancies via preparing a plan for filling a vacancy and ensuring timeliness of recruitment process and meeting KPIs
    • Review the job requirements; arrange posting of job vacancies; collaborate with manpower agencies in search of potential candidates; ensure the provision of diversity profile data; research and recommend new sources for active and passive candidate recruitment; build networks to find qualified passive candidates
    • Maintain effective liaison with hiring managers, manpower agencies and candidates throughout the recruitment process by understanding their expectations and providing timely feedback
    • Use the relevant HRIS for maintaining accurate full-cycle recruitment records (hiring requisitions/posting, applicant review/interview data, recruitment finalization, processing of job offers, mobilization).
    • Conduct pre-screening of candidates; arrange and participate in candidate interviews and selection with line managers; arrange/conduct additional assessments or tests, reference and background checks; prepare interview profile forms with candidate assessment
    • Notify candidates on the results of their submissions via focal points of Manpower Agencies, directly in case of independent Candidates or as otherwise indicated
    • Follow through the formal job offer process and effectively communicate employment details to the candidate; report the progress on assigned job vacancies and candidate mobilization on the regular basis
    • Ensure timely and accurate data reporting in the system for all positions and candidates, and provide statistics/reports as and when required
    • Regularly update and maintain the candidate database, and if requested a candidate pipeline
    • Participate in other special recruitment projects and engagements, and also assist with development and implementation of new initiatives as required; coach junior recruitment staff; suggest areas for improvement in recruitment processes/needs.
    • Provide any other support in recruitment activities and carry out other tasks as instructed by immediate supervisor within assigned area of responsibility and professional qualification. Level I:
    • Usually works with minimum supervision, conferring with superior on unusual matters
    • Maybe assisted by entry/junior or Intermediate level personnel
    • Assignment are broad in nature, usually requiring originality and ingenuity
    • Has appreciable latitude for unreviewed action or decision

    Skills / Qualifications

    Qualification & Experience Requirements: Level I:

    • A bachelor’s or higher degree is required, preferably in the field of HR, labor law, business administration, industrial psychology or behavioral science
    • A solid understanding of the industry they are working for and the skills, education level, and character traits that will most effectively match the company goals
    • 5 years of professional recruitment experience, strong understanding and ability to recruit in all levels of the organization from entry level to corporate staff
    • Knowledge of interviewing techniques; clear understanding of the end to end recruitment lifecycle processes.
    • Experience on mapping and sourcing resumes from all sources; industry and technical understanding of job specifications to the extent required to accurately assess candidates’ qualifications
    • Knowledge of applicable laws and regulations.

    Required Competences:

    • Knowledge of employment regulations and applicable KZ labor laws and legislation
    • Ability to conduct different types of interviews and experience in selection processes
    • Familiarity with HR databases, applicant tracking systems
    • Excellent communication and interpersonal skills
    • Planning and organizing, problem solving, analyzing, negotiation, decision making skills
    • Ability to work in changing environment, prioritize and complete a different volume of work, coordinate multiple requests to successful completion.
