    Senior Contracts Engineer


    There is a requirement for a Senior Subcontracts Engineer to carry out typical pre- and post- award contract engineering activities to support a Shutdown within an oil refinery facility in North Vietnam, presently planned for late 2019.


    The following are typical pre-award activities associated with this role:

    • Closely work with DCSM Manager and DCSM team to develop Contracting Strategy.
    • Establish contents of Bid Package – responsible for compiling commercial section.
    • Review of Contract Requisitions.
    • Pre-qualification of potential bidders.
    • Fulfilment of NSRP procurement procedural requirements.
    • Issue of bid.
    • Coordinate technical bid evaluation.
    • Lead commercial bid evaluation.
    • Focal point for bid clarifications.
    • Coordinate bid recommendation process.
    • Communication with successful (Letter of Intent / Award, as appropriate) and notifying unsuccessful bidders.


    The following are typical post-award activities associated with this role:

    • Administer contracts in accordance with the contract mode – Progress reporting, payments, timesheet management, variations, minutes of meetings.
    • Support and guide NSRP DCSM management on commercial / contractual matters to ensure compliance with the contracts.
    • Evaluate and recommend entitlement to contractor variation requests – bearing in mind the nature of shutdown work and the requirement for rapid decision-making.
    • Review, analyse and make commercial recommendations to contractor claims for delay and disruption.
    • Compile documents to support backcharging of EPC contractor.
    • Review contractual correspondence, both incoming and outgoing.
    • Provide commercial guidance and mentorship to junior members of the DCSM team.
    • Contract Close-out – Develop strategy and support implementation.

    Additionally, the following activities are required to support the Integrated Claims Management Team also working within the client organization:

    • Evaluate and recommend entitlement to contractor variation requests.
    • Review, analyse and make commercial recommendations to contractor claims for delay and disruption.
    • Develop and recommend counter-claim positions.
    • Review contractual correspondence, both incoming and outgoing.
    • Commercial Recommendations drafted shall be for Sponsor-level consideration.

    Skills / Qualifications


    • Should be a Civil / Mechanical / Electrical engineer or graduate of related discipline with minimum 10 years’ experience in Sub-contracts and Quantity surveying works for Refineries, Oil and Gas industries, like PMC, EPCM, LSTK, Re measurable contracts.
    • Claims Management experience of large value claims – time and quantum – reviewing received claims and drafting counter-claims.
    • Highly proficient standard of written and spoken English language.
    • Effective Communication and Co-ordination skills, and appropriate computer capabilities.
